As our Bid Proposals Manager, you'll spearhead our agency's approach to formal procurement processes and competitive tenders. You'll be the driving force behind crafting winning bid responses of varying nature and size that navigate complex public and private tender and procurement requirements while showcasing our agency's unique capabilities and creative approach. Creating persuasive proposals is at the front line of business development and is one of the most tangible demonstrations that we’ve listened to the needs of the potential client.
This role sits at the critical intersection of business development, strategic communication, and commercial acumen – requiring someone who can translate creative brilliance into tender-friendly language without losing the magic that makes Leith stand out. The successful candidate will be expected to manage a portfolio of proposals simultaneously, driving them to successful submission.
Strategic Qualification:
Qualify incoming tender opportunities, analysing requirements and evaluating strategic fit before committing agency resources
Develop and implement bid/no-bid decision frameworks to ensure we pursue the right opportunities
Being the central point of understanding of a proposal and chairing proposal meetings
Content Creation:
Draft effective executive summaries, methodology statements, and response narratives that address evaluation criteria while showcasing our unique approach
Draft compelling narrative responses using existing agency content, newly gathered information, and subject matter expertise, then collaborate with relevant team leads to review, refine, and finalize content before submission.
Ensure full compliance with procurement regulations and tender specifications, including management of clarification questions
Proposal Management:
Lead end-to-end management of the agency's response to RFPs, RFIs, RFQs, and formal tender opportunities across public and private sectors
Coordinate cross-functional bid teams, establishing clear timelines, responsibilities, and deliverables per proposal
Ability to liaise with the senior management team and all internal stakeholders
Data analysis:
Conduct detailed bid analysis to capture insights from both successful and unsuccessful tenders
Keep abreast of changes in procurement legislation, industry trends, and competitive landscape
Ensure diligent and accurate record keeping for all tenders and proposals
Administration:
Respond to all procurement queries, clarification requests, and follow-up questions in a timely and thorough manner to meet strict submission deadlines
Daily checking of all RFP databases for relevant opportunities
Create and maintain a comprehensive bid library of case studies, credentials, team profiles, and capability statements
